TLEC Implementation Secretariat Staff

The TLEC’s Implementation Secretariat provides its Member Entitlement First Nations with technical and advisory support in the Reserve creation process under the Manitoba TLE Framework Agreement.

Chris is responsible for managing, guiding and coordinating the day-to-day affairs of TLEC’s Implementation Secretariat. The Executive Director reports to the TLEC Board of Directors and ensures that TLEC’s By-Law, policies and procedures are maintained and followed. He also ensures that TLEC’s strategic objectives and implementation responsibilities are achieved. Chris is also TLEC’s Alternate Representative on the Implementation Monitoring Committee.

Terri Grasby

Terri manages the administrative and financial affairs of TLEC’s Implementation Secretariat. This involves working closely with the Executive Director and the TLEC Board of Directors in ensuring TLEC’s financial resources are utilized effectively and efficiently.


Laren Bill

As a front-line technician and resource, Laren works with his assigned Entitlement First Nations in ensuring that their Crown land selections and Other land acquisitions are converted to Reserve. He also provides technical and secretariat support to TLEC’s Representatives on the Implementation Monitoring Committee.

Linda Reimer

Linda works with her assigned Entitlement First Nations in all aspects of the Reserve creation process which involves participating in TLE parcel review meetings with representatives from Manitoba and Canada.


Myles Courchene

In addition to working with his assigned Entitlement First Nations in the TLE implementation process, Myles also monitors TLEC’s Third Party Interest Support Project which provides support to TLEC’s Member Entitlement First Nations in resolving the various Third Party Interests affecting their land selections and acquisitions.

Marion Wilson

Marion provides administrative support to the Executive Director, Finance/Office Manager and the TLEC Board of Directors. She also assumes the lead role in coordinating and planning TLEC’s Annual General Meetings and other special meetings.


Jessica Bloomfield

img Receptionist
As the front-line contact for TLEC’s Member Entitlement First Nations and the public, Jessica provides administrative support to the TLEC by managing the reception desk at TLEC’s Winnipeg Implementation Office.
